On October 21st, 2016, the Creative Economy Working Group presented a memorandum to the then Ministry of Sports, Culture and the Arts regarding the Kenya Film and Stage Plays and Publications Bill.

This memorandum interrogated the Bill and its conformity to the letter and spirit of the Constitution of Kenya. The conclusion was that The Kenya Film and Stage Plays and Publications Bill 2016 has many restrictive and inhibitive clauses which will make it difficult for the cultural and creative sector to thrive. The considered opinion was that it ought to be shelved in order to pave the way for the development of a Bill that advances the freedoms in the Constitution of Kenya.
